The Government of Indonesia has received financing from the World Bank toward the cost of the Public Financial Management – Multi Donor Trust Fund III and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include ensure a successful implementation of BPKP Integrated IT Supervisory System (IITSS) in the future that runs well and completes its tasks timely. The expected deliverables of the Consultant are as follows:

  • Report on recommendations of BPKP IITSS implementation preparation, including actions to take and person in charge with System Readiness and the study of the functional capabilities of the supervisory information system.
  • Terms of References document for BPKP IITSS with functional and technical requirements containing details of the functional and technical capabilities that the needs to be imbedded in BPKP IITSS, as follows:
  1. Integrated IT Supervisory System
  2. Supervisory Collaboration Platform
  3. Robotic Process Automation
  4. Data Lake House
  5. Data Driven Platform
  6. Artificial Intelligence
  • Document on Software Requirements Specifications (SRS).
  • Document on Change Management Strategy, including detail descriptions for all related parties.

The Financial and Development Supervisory Board (BPKP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • Operates in the field of information technology and its implementation for a minimum of 3 years with competent and certified technical staff.
  • Consultant should have experience in developing enterprise architecture and Enterprise software design in government institutions or BUMD/BUMN companies.
  • Has technical and managerial capabilities in developing enterprise architecture and enterprise software design with proven tools.
  • Corporation/ firm with legal establishment in Indonesia and never or is not currently dealing with any lawsuit;
  • Corporation/firm with experience in delivering the above-mentioned scope of works;
  • Priority will be given for corporation/ firm with experience in system information of government institution or state-owned enterprises (BUMN/BUMD);
  • Have a Company Registration Certificate/ Tanda Daftar Perusahaan (TDP);
  • Have NPWP and have already fulfilled all tax obligations in FY 2022 (SPT 2022);
  • Have a deed of company establishment and a deed of company change (if any).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
